As an EM Solutions Architect, you will understand, and design and implement as required, the technologies used at USAID. Review, look at systems design, gather, document and examine, functional and non-functional requirements, and assess proposed technology solutions against the current environment. The Training Delivery Coordinator (TDC) is responsible for DS/T/ATA course delivery in one or more highly specialized subject matter areas to host countries in order to enhance their antiterrorism skills. The specialized subject matter areas may include, but are not limited to: chemical, biological, radiological, nuclear, and explosives (CBRNE); mass casualty incidents investigations; senior crisis management; explosives countermeasures; homeland security; maritime security; academy curriculum and training enhancement; law enforcement management; protection of national leadership; police information management; police tactical operations; security motorcade operations; K9 programs; infrastructure security; and, unique and highly specialized topics. The TDC conducts needs assessments abroad and provides quality assurance and evaluation of training delivery, and also participates in the development of plans and daily operational roles associated with the delivery of law enforcement, antiterrorism, counterterrorism, and protection training and other courses and senior foreign official consultations.

The subject matter EIC/EOD/EOD Mentor serves as an operational training and administrative advisor for Office of Antiterrorism Assistance (DS/T/ATA) programs delivered to participant nations. The EIC/EOD Mentor is responsible for developing the subject matter expertise, skills and knowledge of host nation security forces, developing and maintaining sustainment training schedules, monitoring local national instructors, participating in ATA training deliveries, and developing sustainable organizational capabilities to manage units and support the performance of functional duties. Cross-cultural sensitivity is crucial. The Mentor will report to DS/T/ATA in Washington, D.C., and to the Regional Security Officer and/or the Resident Program Manager abroad. Frequent overseas travel including unscheduled, night, weekend, and holiday work may be required. Overseas deployment may involve long and strenuous travel and living under adverse conditions. When deployed overseas, the security situation at the deployment locations may be extremely volatile and the incumbent will be required to exercise special safety precautions.

Advances and Trading Partner Financial: Statement Reporting and Analysis Personnel must work to improve financial operations, address audit findings and develop corrective action plans. This includes developing solutions which improve the effectiveness and efficiency of operations while achieving both financial and program goals. As such the contractor shall provide ongoing technical assistance to include, but is not limited, to the following examples:

- 4+ years of federal financial accounting experience
- Experience with Undelivered Order account analysis and accounting reconciliation
- USSGL knowledge and posting logic of SGLs especially 4801 accounts
- Intermediate Microsoft Excel skills, experience in pivot tables, data analysis and handling large data
- Experience with Microsoft ACCESS database, able to write simple SQL queries, upload data and retrieve data from database
- 2+ years in federal financial audit experience, able to understand PBC requirements
- Federal financial systems user experience
- Team player, able to work with team members and share information as needed
- Fast learner, able to be trained and perform tasks independently or under limited supervision within three months
- Good communication skills, able to communicate clearly with project manager and team both in speaking and written forms
- Attention to details, able to understand instructions from project manager and provide detailed information
- Can do attitude and take ownership of issues, and follow through until issues are resolved

- 4+ Years of federal accounting experience with TIER entries, accounting review and financial reporting.
- OMB A-136 experience with reviewing president’s budget and proprietary account reconciling.
- Strong USSGL experience with posting logic experience.
- Account reconciliation and abnormal balance reviews.
- Strong excel skills (table, chart, pivot table, formulas etc.).

CSIRT is the primary SOC entity that is assigned the responsibility for coordinating and supporting the response to a cybersecurity event or incident. The goal of CSIRT is to minimize and control the damage resulting from cyber security incidents, provide effective guidance for response, coordinate recovery activities, and work to prevent future incidents from occurring. CSIRT shall be composed of security analysts who thoroughly understand the tenants of Computer Security Incident Response and DHS Intrusion Defense Chain (IDC) methodology.
