Overview

Aretum (Parent company of Miracle Systems and Panum) is seeking a Senior Program Manager to oversee contract efforts in support of the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA) Stakeholder Engagement Division (SED). This position can support a hybrid work schedule with 2-3 days being performed remotely and with onsite duties being conducted at the client site located in Arlington, VA.  The Program Manager with 10+ years of experience will provide strategic advice, technical guidance and expertise to program and project staff; provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; consult with client to define need or problem; supervise studies and leads surveys to collect and analyze data to provide advice and recommend solutions to a DHS Agency.  The Program Manager is expected to provide hands-on leadership of a team of analysts and subject matter experts to design, draft, and present the recommendations to Agency leadership.   

Responsibilities

  • Oversee and manage all aspects of the program, ensuring efficient execution, compliance with the SOW, and adherence to timelines and budgets.
  • Design and maintain the project plan, alignment of resources, management to deliverable deadlines, and contract management to maintain cost control, schedule, and quality of all services and products.
  • Translate complex concepts and solutions into deliverables ranging from standard operating procedures, project management plans, and other guidance documents to PowerPoint presentations, one-pagers, newsletters, emails, job-aids, checklists, and other communication materials.
  • Provide subject matter expertise in areas relevant to the SED Mission Support Services task order.
  • Conduct detailed analysis, evaluation, and provide recommendations for improvements, optimizations, development, and maintenance efforts related to client-specific or mission-critical challenges and issues.
  • Maintain comprehensive records and documentation pertaining to program activities, milestones, and deliverables.
  • Collaborate with clients to define needs and problems, supervise studies, and lead surveys to collect and analyze data, offering strategic advice and recommending solutions.
  • Serve as the primary liaison between the Contractor, Contracting Officer, Contracting Officer Representative (COR), and other stakeholders.
  • Use Microsoft Excel and Power BI to analyze data and create visualizations to inform leadership decision making.

Qualifications

  • Must have at least 10 years of program management experience in Program Management, Cybersecurity and Infrastructure Security analysis and risk-informed cost-benefit analysis, and managing project timelines.  
  • Federal consulting experience at DHS - Department of Homeland Security; preferably in working with senior level executives. 
  • Experience with consulting with clients to define needs or problems and provide recommend solutions.
  • Demonstrated ability to provide strategic advice and technical guidance.
  • Proficiency in data analysis and the ability to recommend solutions.
  • US Citizenship and an active Top-Secret level with SCI (or SCI Eligibility) security clearance OR US citizen who is willing to be sponsored for a Top-Secret security clearance with Sensitive Compartmented Information Eligibility (TS/SCI).

  • Minimum Masters degree required in a relevant field (e.g., public policy, communications or public affairs, business, administration etc.) OR a Bachelor’s degree and 14+ years of relevant management experience.
